hull foam water loged

just putting in footholds and drilled a hole in my tray and found that the foam is water loged ,what is the best way to repair this ,cut tray and scrap foam out and refoam ? how do u make tray nice and strong again

i would also like to no wot to do to reinforce the deck my needs fixing come away from the walls.
