It can be done without footholds but it aint fun ( you cant really lift up the back of the ski without footholdds), You would be better off just putting some footholds in. are you doing these flatwater or surf? Also what kinda ski do you have

...if not yet wanting the expense of mats & footholds yet,
hydroturf make rufferfoam lifter set which are very effective and useful and easy to attach -they fit to walls inside tray. work way better than nothing.

...i used them before installing my footholds.

I think our local shop got some if you want me to check out price

I gotta disagree I had a shit experience with the HT lifters they came off after 30 mins of riding. When i installed them i only used the sticky backing that comes with them.

If you are going to use lifters i would suggest that you cut the turf and use contact cement to secure them, that should keep them in place. Also round the corners of the lifters, those 90* corners hurt like a MOFO

    footholds are indeed superior.
    put aside 350 - 450
by the time all installed and your new mats are all back on and everything looks sweet.

Footholds are great but for ages I was just using a foam lifter on the Rh side of the ski. for the foam I used a chopped in half Yoga block from the warehouse and then ados it on the side (scrape the mat off where you glue it or it wont stay on). Its ruff as fuk but a million times better than nothing as you can actually lift the back of the ski.
